    Joseph Frank serves as regional hospital president for Penn State Health’s East Region, which includes Penn State Health St. Joseph Medical Center and the new Penn State Health Lancaster Medical Center, scheduled to open in 2022.

    He provides executive-level leadership for the two hospitals in Berks and Lancaster counties, driving operations, growth and coordination across each region. He oversees the continued development of the Lancaster Medical Center, its staffing plans, recruitment of its leadership team and planning for its clinical services. He also develops and maintains strong relationships with local referring physicians in private practice.

    Prior to joining Penn State Health’s senior management team in 2018, Frank held a variety of leadership roles in entrepreneurial health care ventures. He was CEO of The Heart Group, a Lancaster cardiology practice acquired by Lancaster General Health, and CEO of Valley Forge Dental, where he developed and operated 90 multispecialty dental practices in nine states.

    As senior vice president for Surgical Care Affiliates, Frank oversaw the company’s growth from a single surgery center in Lancaster to 79 facilities in 39 states.

    Frank earned a master’s degree in public health from the University of Pittsburgh. In addition, he holds a master’s degree from West Virginia University and a bachelor’s degree from Shippensburg University.

    Senior Vice President and Chief Operating Officer, Penn State Health Lancaster Medical Center

    As senior vice president and chief operating officer for Penn State Health Lancaster Medical Center, Claire Mooney has responsibility for the hospital’s day-to-day operations.

    Prior to joining Penn State Health, Mooney was the president and CEO of two Tower Health hospitals: Brandywine Hospital in Coatesville, Pa., and Jennersville Hospital in West Grove, Pa. Under her strategic direction, the hospitals improved operating revenue growth, increased hospital admissions, decreased readmission rates and reduced employee turnover.

    Her earlier career included leadership roles in nursing administration for Tower Health and Penn Medicine Lancaster General Health.

    In addition to serving on the Chester County Workforce Development Board, Mooney is chair of the Chester County Economic Development Council for Healthcare Connect and is a member of its board of directors. She is the recipient of the 2020 March of Dimes Salute to Chester County Women of Achievement Health Care Award and, in 2021, she was named the Chester County Council’s VISTA Leadership Megastar.

    Mooney holds a doctorate degree in nursing practice and a master’s degree in leadership and health systems management from Loyola University, New Orleans. In addition, she earned a master’s in business administration in health care from Alvernia University, Reading, Pa., and a bachelor’s degree in nursing from Immaculata University, Immaculata, Pa. She received a certificate in health care finance from the Healthcare Financial Management Association

    Vice President and Chief Financial Officer, Penn State Health St. Joseph and Penn State Health Lancaster Medical Center

    Edward Chabalowski is vice president and chief financial officer (CFO) for Penn State Health St. Joseph Medical Center and Penn State Health Lancaster Medical Center. In this role, he serves as the senior financial leader for both medical centers and works in close coordination with Penn State Health Medical Group practices in the region.

    Chabalowski has 35 years of experience in health care finance, operations and strategy, as well as proficiency in building partnerships with hospital leadership and physicians to ensure effective execution of strategic goals. His career has included serving Tower Health as CFO for Phoenixville Hospital, Phoenixville, Pa., and Pottstown Hospital, Pottstown Pa.; Geisinger Health System as CFO of Community Medical Center in Scranton, Pa.; and Temple University Hospital in Philadelphia as CFO.

    A graduate of Rutgers University, Chabalowski earned a bachelor’s degree in business administration and accounting from Rutgers University, Camden, N.J.

    Scott Mengle, MBA

    Vice President of Human Resources, Penn State Health East Region

    Scott Mengle is vice president of human resources for Penn State Health’s East Region, which includes Penn State Health Lancaster Medical Center and Penn State Health St. Joseph Medical Center. He has oversight of human resources operations in both markets and supports other departments.

    Prior to joining St. Joseph in 2000, he held a similar position with Catholic Health, Buffalo, N.Y., a multiemployer health system with 8,500 employees. Before its acquisition by Catholic Health, he was vice president of human resource operations at Sisters of Charity Hospital, Buffalo, N.Y.

    Mengle serves on the Berks County Workforce Development board of directors and is both a board member and board secretary of Hospital Central Services. He is a member of the American Society of Health Care Human Resource Administration and the Society for Human Resource Management.

    He earned both a bachelor’s degree in human resources and an MBA in human resources and health care management at the State University of New York at Buffalo.

    Barbara Zuppa

    Chief Nursing Officer, Lancaster Medical Center

    As the chief nursing officer for Lancaster Medical Center, Barbara Zuppa is responsible for nursing practice and administrative, operational and financial functions of nursing and clinical areas for the acute care hospital, which is scheduled to open in late 2022. Prior to joining Penn State Health, Barbara Zuppa served as the vice president for nursing operations for Reading-based Tower Health where she provided vision and strategic direction for nursing services.

    An expert in building community relationships, Barbara partnered with the United Way of Berks County and the Reading School District to establish an adopt-a-class program that annually provides school supplies for more than 120 teachers and classes and supplies for school nurses to address student health needs. She partnered with Healthy Harvest regional fresh food bank to implement a “pound-per-person” challenge that provides more than 8,000 pounds of food donations annually.

    Zuppa co-founded the Berks Regional Nursing Research Alliance, a community-based consortium with representation from hospital, academic, professional organizational and community nursing entities.

    Zuppa holds a master’s degree in nursing education from Alvernia University in Reading. She earned her bachelor’s degree in nursing from University of Phoenix. She is a member of numerous professional organizations, has presented at national conferences and published in professional journals.
